Engineering and Technical Services for US International Broadcasting

This program provides engineering and technical services to the Voice of America, Radio and TV Marti, and Radio Free Asia, in order to produce and transmit nearly 1,000,000 hours each year of international broadcasting. This program also provides computer services to all US government international broadcasting programs.

  • This program achieved 99.8% on-air availability in 2006. This is competitive with broadcasters in the private sector, many of whom do not face the same challenges to transmit signals around the world to underdeveloped media environments.
  • This program meets the needs of the broadcasters it supports, as well as the audience members. This program uses an annual, comprehensive capital planning process to ensure that the broadcasters' most pressing capital needs are met, and the program monitors signal reception in target countries around the world.
  • Engineering and Technical services helps US international broadcasting achieve its objectives. For example the program helps increase the broadcasting signal strength and therefore the audience size by adjusting the position of certain shortwave transmitters or satellite signals.

We are taking the following actions to improve the performance of the program:

  • Reducing total engineering and technical cost per audience member by 5% from the 2004 level of $0.98.
  • BBG's Strategic Plan for 2008-2013 will build on a market-based approach to broadcasting while acknowledging major new challenges and incorporating new strategies to meet them.
