Commission on Civil Rights

An independent, bipartisan, fact-finding federal agency that monitors and reports on the status of civil rights in the nation. This agency serves as the nation's conscience on civil rights matters by informing the President, the Congress, and the public about civil rights issues that deserve concentrated attention.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • Although USCCR's purpose is clear and addresses an existing need, it is duplicative of other Federal, state, and local agencies that also research and investigate civil rights issues.
  • The program has a new strategic plan for FY2008-FY2013 that includes annual and long-term performance measures that focus on outcomes and meaningfully reflect the purpose of the program. The strategic plan adopted in 2007 has relevant long-term program goals and objectives. Program still lacks reliable data on efficiencies and activity costs.
  • USCCR's management processes and fiscal controls have demonstrated improvement. New financial internal controls, the use of an external accounting services provider, improved financial information security management, and revised internal policies contributed to clean financial audits in FY06 and FY07. However, there is still no human capital accountability system is in place.

We are taking the following actions to improve the performance of the program:

  • Implementing agency oversight and fiscal controls, incl. a human capital accountability system that ties performance to achieving strategic goals and the use of sound management practices.
  • Developing annual and long-term performance measures, including targets that demonstrate progress towards long-term programmatic outcomes. Complete/implement strategic plan to focus agency efforts.
  • Continuing to explore additional collaborative research and investigative opportunities with other Federal, state, and local programs.
