National Institute for Literacy

The National Institute for Literacy coordinates with key federal agencies the development and dissemination of resources and guidance to improve literacy among school-age children and adults.

Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The Institute does not have baseline data and ambitious targets for its performance measures and its efficiency measure. As a result, the overall performance and efficiency of the program cannot be determined. Limited independent evaluations on specific program activities show the Institute is achieving results on a small scale in certain areas.
  • The Interagency Agreement between the Institute and the Departments of Education, Labor, and Health and Human Services is outdated. This has contributed to unclear and, at times, overlapping roles for the Institute and these Departments. Improving the spending plan formulation process could prevent redundancy and increase accountability at the Institute.
  • There is a need for a coordinated Federal approach to literacy. The Institute has begun to take steps to more effectively address this need. It has adopted meaningful performance measures and plans to collect baseline data in late 2008.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Revising the interagency agreement to reestablish agency duties and procedures, improving coordination of resources, and ensuring effective management oversight of the Institute (NIFL).
  • Determining a schedule for periodic independent evaluations of major program activities to support program improvement and evaluate program effectiveness on an established cycle.
  • Ensuring program activities (conducted by NIFL and its partners), budget requests, and spending plans are aligned with the performance measures.
