Southeastern Power Administration

This program markets Federal hydroelectric power to public entities and repays the Federal investment in Southeastern's power generation system. It works with the U.S. Army Corps of Engineers to manage the operations of the Federal hydropower system to effectively market, generate, and deliver electricity.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Extreme drought conditions began during FY 2007 and have continued into FY 2008. Due to the drought hydropower generation has been and for the foreseeable future will continue to be well below average. In order to fulfill contractual obligations Southeastern is utilizing its Continuing Fund to finance replacement power purchases.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Pursue funding alternatives/proposals, i.e. net zero/receipt financing, to reduce Southeastern's appropriation requirements.
  • Adopt Consistent performance measures for use and reporting by PMAs to ensure opportunities to benchmark and identify best practices for program operation.
