HOME (Affordable Housing Block Grant)

The HOME program provides grants to over 600 state and local governments to expand the supply of affordable housing for low income families. Grantees may assist renters, new homebuyers or existing homeowners through a variety of activities such as rehabilitation, new construction, acquisition, or tenant-based assistance.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program purpose and flexible design enable HOME to have a potentially significant impact on affordable housing problems. For every dollar in HOME funds, it leverages $3 dollars from other public and private sources.
  • Management is excellent. HOME program mangers excel at using performance information submitted by grantees to manage the program and promote accountability and transparency HOME publishes several online reports that rank the more than 600 state and local grantees on several measures of performance and efficiency.
  • The program has made progress towards its annual performance goals and demonstrated improve efficiency over time. HOME has added two new indicators that track neighborhood quality and years of affordability.

We are taking the following actions to improve the performance of the program:

  • Developing long-term outcome measures to assess the impact HOME has on communities and neighborhood quality, as a part of a larger performance measurement system.
  • Participating in independent evaluations and studies of the program to highlight areas for improvement.
