Housing for Persons with Disabilities

This program provides construction grants, operating subsidies, and housing vouchers for very low-income persons with disabilities. It is limited to non-profit organizations who own and operate the housing.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program has not yet demonstrated an increase in the total supply of housing available to very low-income persons with disabilities or quality of life improvements for program tenants.
  • Program management has improved over the last five years and the backlog of projects in the development pipeline has been substantially reduced due to an emphasis on eliminating processing delays. Leveraging Low Income Housing Tax Credits and revising project cost limitations has also led to improved efficiencies.
  • The program faces increasing budgetary challenges as construction costs increase and the existing stock of units ages.

We are taking the following actions to improve the performance of the program:

  • Developing appropriate and cost-effective outcome performance measures by examining rates of institutionalization and Federal expenditures on very low-income persons with disabilities.
  • Proposing changes to program reporting requirements that will focus on the degree of disability and other quality of life indicators for program tenants.
