In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Funds are allocated to Small Business Development Centers based upon formulas rather than performance.
  • An independent evaluation of the program estimated that each $1 spent on counseling resulted in $2.78 in tax revenue.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Establish a nationwide SBDC counselor certification program to ensure quality technical assistance services are provided.
  • Reengineer the SBDC program examination process used by SBA to place more emphasis on performance analysis.
