Capital Security Construction Program

The purpose of the Capital Security Construction Program is construct secure, safe, and functional facilities for U.S. Diplomatic and Consulate Missions abroad. Program activities include planning, programming, design, and construction of new embassy and consulate compounds (NECs).

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program is actively applying lessons learned over the past several years related to contracting, planning and design. State Department uses several planning and performance tools including the Long Range Overseas Buildings Plan to help track new construction projects over a five-year period. This plan includes timeframes for site acquisition, design and construction.
  • The Capital Security Construction Program is effective at expediting the construction of new safe, secure embassy facilities abroad. Most projects are constructed in less than two years.
  • The program is developing innovative cost saving techniques related to all aspects of the construction process to increase efficiencies for example the program is looking into reducing operational costs and standardizing contruction designs.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Lowering and maintaining ratio of construction management costs to project costs at 5.5% through a more rigorous program of cost estimating and timely personnel assignments.
  • Increasing the number of Cap. Sec. Construction projects completed within the scope and budget of the Long Range Overseas Buildings Plan through rigorous cost/schedule surveillance.
