USDA Food Aid Programs

The USDA food aid programs address non-emergency food needs of developing countries through donation and long-term low interest loans for the purchase of US agricultural commodities.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The assessment found that the program had strategic planning deficiencies that included the need to identify annual performance goals that link to the government wide long term food aid performance goals. The Foreign Agricultural Service developed a new measure that evaluates food security in recipient countries.
  • USDA is coordinating a government wide food aid information system. Coordination of USDA food aid programs with food aid programs of the US Agency for International Development is an area needing improvement.
