Veterans Burial Benefits

This program honors veterans with final resting places in national cemeteries and lasting tributes that commemorate their service to our Nation by providing burial flags, headstones and markers. It also provides monetary benefits to veterans' families to help defray burial costs.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program provides a valuable service to veterans and eligible family members in an efficient manner. Recent evaluations by an independent contractor, including customer satisfaction surveys of surviving family members, indicate that the cemetery program performs well.
  • The program meets its key performance goals and continues to improve service, including adding kiosks to help visitors locate grave sites. The program uses performance information to improve cemetery operation and is working to strengthen the link between budget, performance, and accountability.
  • The program lacks a way to define and measure certain program components, such as national shrine commitment needs and performance (finding addressed as of Spring 2006). It also lacks measures to evaluate monetary benefits to defray burial costs and grants to build State veteran's cemeteries.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Using data results from three cemetery appearance performance measures and one new facility assessment performance measure to drive improvements in program operations (National Shrine Commitment).
  • Taking steps to link performance to budget by developing an incremental approach that provides leadership at the Department of Veterans Affairs with the marginal costs of improving performance.
  • Improving management performance through an Organizational Assessment and Improvement Program that measures cemetery performance against uniform national standards and measures.
