Veterans Disability Compensation

This program provides monthly benefit payments to veterans who suffer from diseases or disabilities related to their military service. Disabled veterans are assumed to earn less in civilian occupations than non-disabled veterans and these payments are provided to make up for this difference.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program has both goals and measures for productivity, but lacks cost-efficiency and long-term measures of how disability payments affect the quality of life of disabled veterans. No study to measure the income loss associated with a specific disability has been conducted since 1945, and it is unclear whether the benefit payments provide the right amount of compensation.
  • This program serves a unique role as the worker's compensation program for the military workforce. Program management in this role has significantly improved; claims examiners and their supervisors are subject to increasing accountability with real consequences.
  • The list of covered disabilities has grown over the years causing the program to stray from its original intent. Many of the currently covered disabilities are usually not associated with loss of earnings, and can include acne scars, hemorrhoids, high blood pressure, and diabetes.

We are taking the following actions to improve the performance of the program:

  • Analyzing data for new long term measures and cost efficiency measure to determine how the results will impact program performance.
  • Developing capability to begin reporting on four new performance measures.
  • Measuring accuracy of claims processing and developing means to monitor claims rating consistency.
