Agricultural Marketing Loan Payments

This program provides farmers short term financing for marketing of program commodities (wheat, feed grains, cotton, rice, oilseeds, peanuts, honey, wool, mohair, and pulses), and subsidies when market prices of program commodities are relatively low.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The marketing loan program has been proven to successfully provide short-term financing, as well as .
  • The the loan deficiency payment has allowed some producers to lock in lucrative payments from the government. For example, some producers collect payments after harvest when prices are low, hold the commodity, and sell whenl prices increase. This way, producers achieve returns well above the safety net prices set in the 2002 Farm Bill.
  • This program has a high percentage of improper payments. A large percentage of the improper payments was caused by noncompliance with administrative procedures. This may not have caused payments to be disbursed in error, though it is not possible to confirm whether payments are appropriate without proper documentation.
