National Nuclear Security Administration: Elimination of Weapons-Grade Plutonium Production Program

The program reduces the risk of nuclear terrorism by shutting down three Russian reactors that currently produce 1.2 metric tons of weapons-grade plutonium each year. This is achieved by constructing a coal-fired power plant at each of 2 Russian sites to replace the energy generated by the weapons-grade plutonium reactors.

  • The program is well-managed. It has met multiple progress reporting requirements with Congress, within the Department of Energy, and undergone an independent review by the U.S. Army Corp of Engineers.
  • The program has a demonstrated track record of achieving good progress towards its long-term and annual goals. The Seversk project began construction in December of 2004 and has placed major procurement contracts. The Zheleznogorsk project has received its preliminary baseline and has scheduled its performance baseline for fiscal year 2006.
