Civilian Radioactive Waste Management Program: Yucca Mountain Project

The program's purpose is to manage and dispose of high-level radioactive waste and spent nuclear fuel safely in an underground repository. Yucca Mountain, Nevada, is the Congressionally-designated disposal site.

  • The program is on schedule for submittal of its Nuclear Regulatory Commission License Application in 2008 to begin initial operations in 2017. The program has been restructured to address major redesign of surface facilities and rework of technical information on repository performance.
  • The program struggles with the lack of consistent and increased funding for construction. This also threatens the schedule for completion of the repository.
  • The program's earned value management system (EVMS) has not been certified as compliant with industry standards. The EVMS is important because it is essential for monitoring and managing cost and schedule performance.

We are taking the following actions to improve the performance of the program:

  • Preparing a high-quality License Application for initial repository operations for submittal to the NRC in 2008.
  • Conducting contingency planning if increased and consistent funding is not provided.
  • Acquiring certification of Program's EVMS by the Defense Contract Management Agency (DCMA) or equivalent entity.
