Runaway and Homeless Youth

The program aims to provide a system of care outside of law enforcement, juvenile justice, child welfare and mental health systems for youth who have become homeless or who leave home. It provides run-away prevention services, shelter services, and a transitional-living program.

Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program has a clear purpose and a strong program design. It targets the needs of the runaway and homeless youths by providing shelter, food, clothing, counseling, and referrals for other services. It also has a strong program design that is not duplicative of other Federal programs.
  • The program shows progress on several outcome measures and on the efficiency measure, and analyzes program data to inform the provision of technical assistance. Additionally, the program uses performance goals and measures to target areas needing improvement. Some measures were recalibrated to reflect programmatic realities.
  • The program has not recently conducted follow-up or outcome evaluations to demonstrate the long term effectiveness of services, particularly in the residential component.

We are taking the following actions to improve the performance of the program:

  • Identifying and addressing the barriers that led to the program not meeting some targets.
  • Completing the design and implementation of an evaluation which assesses the program's impact on the long-term outcomes on homeless youth in the transitional living (residential) program.
  • Continuing to use data from the Runaway and Homeless Youth Management Information System to identify needs and opportunities for improvement.
