This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has taken meaningful steps to correct its strategic planning deficiences and is implementing a program re-design to eliminate the major flaws that limited its effectiveness and efficiency. The program has undergone an activity-based costing study, developed a preliminary strategy, and developed plans for a risk-based staffing model.
  • The program has implemented financial management controls to improve its ability to manage its resources. The program has a financial corrective action plan with milestones and timelines.
  • While the program has not acheived all of the annual performance goals, it has made progress in achieving its goal for incident response time.

We are taking the following actions to improve the performance of the program:

  • Developing a performance measure, in conjunction with the Office of Management and Budget, for its inspection and assessment functions by October 2007.
  • Completing the actions in its Financial Corrective Action Plan on time.
  • Completing and submitting a strategic plan and formal transformation strategy by February 2008.
