Coast Guard: Waterways Management

The program manages, influences, and provides access to a safe, secure, efficient and environmentally sound waterways system by providing navigation systems, bridge administration and marine transportation system services, including domestic icebreaking.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Overall, the program design clearly addresses the need for safe and efficient movement of maritime traffic and is not duplicative of efforts by other maritime entities. There are still unanswered questions about the design of some program elements.
  • The program has implemented long-term and annual outcome performance measures and has an outcome efficiency measure. The current annual measure for domestic icebreaking is too narrowly focused to accurately reflect program performance of this activity. Evidence of the accuracy and completeness of performance data is lacking.
  • Regulations developed and implemented by the program are clearly linked to program goals and are designed to achieve maximum net benefits.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Reviewing inland river Aids-to-Navigation operations to provide a total cost analysis and identify actions to optimize performance while reducing capital acquisition cost.
  • Developing a comprehensive domestic icebreaking outcome performance measure.
  • Conducting an independent, comprehensive evaluation of Waterways Management.
