Terrorist Interdiction Program

The Terrorist Interdiction Program provides foreign governments with a secure database system that enables border control officials to quickly identify and detain or track suspect persons seeking to cross their borders and collect, compare, and analyze traveler data.

What This Rating Means

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program has demonstrated success in helping track terrorist suspects. The program tracks the number of installations and number of border control officials that have been trained. Program assessments and system data reporting also track usage of the system by the host country.
  • A more comprehensive approach is needed to assist host nations to meet their border control needs. Program descriptions and budgets should identify how this program is coordinated with other complementary US Government assistance programs with similar goals (e.g., assistance to support host country border guards, customs, border police, communications).
  • No independent evaluation by the Department's Inspector General has taken place. Without such an evaluation, it is difficult to determine if the steps taken by the Secretary of State's Coordinator for Counter-Terrorism to improve the program have been successful.

We are taking the following actions to improve the performance of the program:

  • Taking further action to tie funding requests to key indicators of the program.
  • Improving coordination with other complementary US Government programs to ensure that a comprehensive approach is pursued to address a host nation's border control vulnerabilities.
  • Continuing to push for a more robust funding environment for TIP in order to meet program goals.
