EPA Environmental Education

The program aims to provide leadership and resources to promote environmental education and careers related to the environment, and to leverage non-Federal investment in environmental education and training programs.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • More evidence is required to show that the program addresses a unique need not addressed by other private, local, state, or national efforts. Many of these entities are providing environmental education on their own.
  • The program lacks flexibility that could prevent EPA from distributing funds based on performance. The National Environmental Education Act (1990) requires EPA to implement and manage statutorily-mandated programs with specific associated dollar appropriations. This statutory framework decreases EPA's flexibility.
  • The program is not able to measure the outcome-based public benefits generated from the grants it administers. While the program has established an objective to increase environmental knowledge and encourage environmental careers, it has not collected data to set appropriate goals or measure its progress. This lack of performance may be reducing the effectiveness of grants management.

We are taking the following actions to improve the performance of the program:

  • The administration is continuing its recommendation to terminate the program at EPA and rely on NSF programs to fulfill scientific education initiatives.
  • Transition program activities to other program offices that fulfill scientific education initiatives.
