General Services Administration - Real Property Disposal

This program manages the transfer of unneeded agency-owned real property within the Federal government and the disposal of real property that is surplus to Federal needs. This program also sells, on a reimbursable basis, foreclosed or forfeited real property that agencies could sell under their own authority.

Rating

What This Rating Means

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • Many agencies have their own authorities to sell real property, but choose this program to handle their sales because of the program's effectiveness disposing of properties quickly and maximizing sales proceeds.
  • This program has developed long-term outcome goals and efficiency measures with ambitious targets that support the purpose of this program. However, the program needs to implement a more formal way to hold contractors accountable for achieving program performance goals.
  • Three accounts fund this program, but each has limitations on the purposes for which its funds may be used. There might be opportunities to make better use of the available funds and increase overall program effectiveness, if the funding arrangements could be simplified and made available for a broader range of program purposes.
