Community Development Block Grant (Formula)

The Community Development Block Grant aims to help states/cities/counties develop suitable living environments, decent housing and economic opportunities - principally for low/moderate-income persons. The formula grants are used for: housing rehabilitation, neighborhood revitalization, public facilities and job creation.

NOT PERFORMING
Ineffective

Programs receiving this rating are not using your tax dollars effectively. Ineffective programs have been unable to achieve results due to a lack of clarity regarding the program's purpose or goals, poor management, or some other significant weakness.
  • The program lacks a clear purpose. While the program provides a flexible source of funding for localities, the multiple purposes and broad program scope create ambiguity.
  • The program lacks short-term and long-term outcome measures. It also lacks transparent information on results. Currently, communities report some output measures. There are no established community or national outcome indicators.
  • Funds are not targeted to places with the greatest needs. Based on Census data, the allocation formula must be updated to better target the poorest communities. Further, the requirements allow grantees to spread resources thinly, thereby decreasing the impact on economies of distressed communities.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Initiating legislative reforms for an alternate grant formula to better target the neediest communities. Providing incentives to increase the impact by concentrating funds on specific neighborhoods.
  • Achieving better results by applying a common set of performance goals and measures for federal community and economic development programs. HUD continues to extensively consult with stakeholders.
  • Initiating legislative reforms to establish a bonus fund to reward high performers.
