Impact Aid Payments for Federal Property

This program compensates school districts that have lost a tax base of at least ten percent (of assessed value) due to acquisition of real property by the United States government. Grantees receive payments based on a statutory formula.

Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program has a clear purpose, but the program design does not adequately target school districts based on their need. Provisions in the statute allow districts into the program that cannot document eligibility and pay some districts at a higher rate than they would receive under the formula.
  • The program measures payment timeliness and accuracy, but not whether the amount of these payments is linked to the financial need of the school district. The program does not have a model for estimating the equity of the payment formula.
  • The program has adequate financial management and has achieved efficiencies through data systems improvements. The improvements have increased efficiencies in calculating payments, reduced the potential for errors through automating steps in the payment process, and permitted more efficient and effective review of data.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Working with Congress through reauthorization of the Elementary and Secondary Education Act to correct the structural flaws in the program and improving targeting to districts based on their need.
  • Developing a model for estimating the effectiveness of the program in delivering an appropriate amount of assistance to Federally affected school districts.
  • Developing annual and long-term performance measures.
