Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has a clear and meaningful purpose in maintaining the U.S. nuclear weapons stockpile. The program is well managed; and has measurable performance measurements, such as completing the required major weapons refurbishments to maintain the reliability of the stockpile.
  • The program has demonstrated good progress in achieving its long-term and annual goals to meet requirements for stockpile maintenance and production to assure military operational requirements are met.
  • Because its nuclear weapons are unique and are primarily executed by a contractor base in Government-owned facilities, the program cannot use competitive sourcing/cost comparisons for prime procurements. This limits but does not eliminate the potential to be efficient and cost-effective.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Monitoring the Directed Stockpile Work program's efficiency measure to determine if it provides insight into additional opportunities to further improve cost-effectiveness.
  • Continuing to improve the responsiveness of the Nuclear Weapons Complex Infrastructure by coordinating planned proram activity with the Complex Transformation Strategy Record of Decision.
  • Continuing to improve the efficiency and cost effectiveness of the Nuclear Weapons Complex by integrating the program into the new Defense Programs National Level Work Breakdown Structure (WBS) plan.
