National Nuclear Security Administration: Secure Transportation Asset (STA)

The program transports nuclear weapons, weapon components, and special nuclear materials safely and securely to meet the projected workload of the Department of Energy, Department of Defense, and other customer requirements.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The assessment found that the program has a clear and unique purpose and is well-managed in its efforts to adapt to evolving threats.
  • The program has demonstrated good progress in achieving its long-term and annual goals, including improving its capability/capacity to meet an increasing percentage of customer's annual transport needs. In fiscal year 2007, the program completed 113 convoys vs. only 60 in fiscal year 2002.
  • Funds were spent for their intended purpose but the unique nature of the program results in it carrying over its appropriations into the next fiscal year. Independent evaluations of program effectiveness have been increased recently to validate the recommendations and findings of prior assessments.

We are taking the following actions to improve the performance of the program:

  • Increase the number of accounts supporting this program to quicken the transfer of funds with contractors and increase management flexibility.
  • Continue to improve the responsiveness of the Nuclear Weapons Complex Infrastructure by coordinating program activity with the Complex Transformation Strategy Record of Decision.
  • Continue to improve the efficiency and cost effectiveness of the Nuclear Weapons Complex by integrating the program into the new Defense Programs National Level Work Breakdown Structure plan.
