Housing Counseling

The Housing Counseling Program is designed to expand homeownership opportunities and improve access to affordable housing. The program achieves this goal by providing a wide variety of housing counseling services to potential homebuyers, homeowners, low- to moderate-income renters, and the homeless.

Rating

What This Rating Means

PERFORMING
Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • While the program's purpose is clear, it lacks consistent, strong annual and long-term performance goals to measure achievement of its purpose.
  • The program does not have the information systems necessary to streamline grantee data collection and quality control to improve performance measures.
  • The program's lack of independent evaluations makes it difficult to assess the program's full impact.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Performing more in-depth analysis of client data from grantees.
  • Establishing best practices and adopting standards for housing counseling programs as well as requirements for housing counselor credentials.
  • Establishing efficiency measures to compare grantees against each other and show improved administrative and cost-effectiveness in achieving program goals.
