Rating

What This Rating Means

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program is designed to make a unique contribution. The use of biometric information and criminal history records supports both criminal and civil enforcement activities.
  • Timely and credible performance information, such as speed and accuracy of fingerprint checks, is collected.
  • Independent evaluations of program performance are not conducted, and the program needs to improve the link between funding requests and program performance.
