Global Educational and Cultural Exchanges

This program manages exchange programs that help increase mutual understanding and respect by promoting personal, professional, and institutional ties between private citizens and organizations in the United States and abroad, as well as by presenting US history, society, art and culture to overseas audiences.

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • These programs are managed effectively and reach designated targets. Each program has a specific population, gender or location-specific audience they are trying to reach. For example, the State Department is reaching out to youth and women in the Arab and Muslim World through the International Women Leaders Mentoring Partnership and Youth Exchange and Study Program.
  • The Bureau of Educational and Cultural Affairs at State Department use performance data and tools to make management decisions. They are now expanding and refining a web-based exchange participant survey system to more rapidly and comprehensively collect data.
  • The first comprehensive national strategy for public diplomacy efforts has been completed. The Under Secretary for Public Diplomacy and Public Affairs released the "U.S. National Strategy for Public Diplomacy and Strategic Communication" in June 2007.

We are taking the following actions to improve the performance of the program:

  • Commencing at the end of FY 2007 an independent evaluation of Education and Cultural Affairs Journalism programs. Journalists are a key audience in public diplomacy's strategic planning.
