Bureau of Reclamation - Water Management - Project Planning and Construction

Through this program Reclamation plans and constructs water supply storage facilities and conveyance systems. The program addresses a need for continued reliable water supplies in the Western United States to support existing economies, sustain agriculture, and provide water for municipal and industrial purposes.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • In response to a past study from the National Research Council suggesting that the program should implement stronger control over project planning and development, Reclamation has established the Design, Estimating and Construction Oversight office (DEC), to provide an independent analysis of design and construction estimates to ensure reasonable and appropriate preparation.
  • While the program has lacked well-defined long-term goals in the past, a specific set of long-term performance measures have been drafted that reflect the purpose of Reclamation's construction program.
  • Some of the performance measures lack sufficient baseline data with which to gauge the program's progress. However, long term targets have been established for the program's measures which are ambitious and will press and challenge Reclamation and its contractors and customers to reach them.

  • Developing baseline data and establish annual and long term targets for the program efficiency measure.
  • Improving the linkage between program performance and program budget requests.
