Department of Transportation Pipeline Safety

The pipeline safety program, which is administered by Pipeline and Hazardous Materials Safety Administration, ensures the safe, reliable, and environmentally sound operation of the Nation's pipeline system. The program includes regulatory, inspection, enforcement, training, and research and development activities.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The pipeline safety program has made significant progress in recent years toward meeting long-term and annual goals, but overall could continue to improve strategic planning for the program. Recent independent evaluations have indicated that the program is improving its effectiveness, but advised that the program continue working to enhance gas transmission pipelines and enforcement.
  • Program partners submit performance data, but there is not a clear linkage between the data submitted and the program's long-term and annual goals.
  • To improve efficiency and cost effectiveness, the program uses a risk based approach that focuses on high consequence areas. The program is collecting data for an efficiency measure to assess the results of this approach.

We are taking the following actions to improve the performance of the program:

  • We will request authorization authority and resources to provide better technical oversight and recurring systematic evaluation of program partners.
  • Included language in pipeline safety grant agreements to ensure State program partners commit to and report on the program's long term and annual goals.
  • Developing two baseline efficiency measures. We have completed the program-wide strategic plan, including research and development activities as recommended by OMB
