Science and Technology: Chemical and Biological

This program improves the understanding, technologies, and systems needed to anticipate, deter, protect against, detect, mitigate, and recover from possible biological and chemical attacks on the Nation's population, agriculture, or infrastructure.

Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • Long-term and annual performance measures and targets are clearly quantifiable, show progression and are currently showing results. The program has aligned all measures to the long-term goals and have a plan to achieve those goals.
  • Collaborates effectively with other federal agencies. Coordinates closely the Environmental Protection agency and other federal agencies to develop the Cleanup Decision-Making Guidance for Biological Incidents which describes the general risk management framework for decision-makers in planning and executing activities required for restoration and recover from a biological incident.
  • Avoiding duplication and effectively utilizing resources. Participates in interagency meetings; working groups; solicitation, and product review committees as a conduit for information sharing and leveraging opportunities.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing an integrated chemical, biological, radiological and nuclear risk assessment that assesses emerging threats and homeland security vulnerabilities.
  • Developing a 5 year plan that lays out the planned activities and milestones. The plan is updated on an annual basis and feeds into the larger document developed by the S&T Directorate.
  • Working with customers to identify capability gaps, prioritize programs to meet gaps, and develop agreements that outline the path for transitioning R&D efforts into operational entities.
