The General Services Administration new construction program's purpose is to create new buildings when the existing inventory or leased space cannot meet client agency space needs.

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The asessment found that the program provides value to the Federal government. Specifically, GSA leverages its buying power and capitalizes on centralized expertise in order to realize economies of scale.
  • The program has developed long-term outcome goals and efficiency measures which demonstrate the value the program provides. One of the new measures is the percentage of newly constructed buildings that are independently verified for achievement of established operational requirements.
  • The program improved its annual goals to provide more credible cost and schedule information.
