Fair Housing Assistance Program

The Fair Housing Assistance Program helps protect people who believe they have been victims of discrimination. To enforce fair housing laws, formula grants are awarded to participating state/local law enforcement agencies for activities including capacity building, complaint processing, enforcement efforts and training.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has clear purpose and design. The Fair Housing Assistance Program delegates fair housing law enforcement authority to State and local enforcement agencies. The program is not redundant or duplicative of other Federal, state, or local efforts.
  • The Fair Housing Assistance Program (FHAP) has output, efficiency, and long-term outcome performance measurements. FHAP agencies report performance measurements, and several studies provide baselines for its long-term measures.
  • There is a lack of independent evaluations to continue to support program and to highlight areas of improvement.

We are taking the following actions to improve the performance of the program:

  • Developing independent evaluations of the performance of the Fair Housing Assistance Program. Further develop performance measurements and track program impact through more timely studies.
  • Re-training of HUD staff to provide clear and consistent guidance to Fair Housing Initiative Program grantees. Utilize the resources of the National Fair Housing Training Academy.
  • Continuing to develop the National Fair Housing Training Academy. Develop the core curriculum, including courses in predatory lending practices, and program performance measurement indicators.
