Emergency Pest and Disease Management Programs

This program assists in safeguarding plant and animal health and facilitating safe trade by responding to emergency pest and disease infestations with quick detection, containment and eradication. The Animal and Plant Health Inspection Service works with State and local governments and industry to implement the program.


What This Rating Means

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The long term measures need to better reflect the overall impact on the economy of the pests and diseases in the program. The current measure is the number of diseases that have escaped from quarantine. However, since each disease has a different relative impact, only counting the number of diseases does not indicate the true economic impact of APHIS actions.
  • The annual measures included only two of the diseases that are addressed by the programs. The two programs are the Asian Longhorned Beetle and pseudorabies. However, there are other important infestations for which measures are not shown.
  • There in not a measure of non-Federal cooperator funding, even though the program works with cooperators to reach program goals. Since these pests and diseases have a significant impact on local and State conditions, it is important to measure the support of non-Federal cooperators.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Adding a new long-term performance measure to quantify the value of damages prevented or mitigated by the Emergency Pest and Disease Management Programs.
  • Develop at least one measure to show levels of cooperator funding as a percentage of the overall program.
  • Continuing to review and implement methods and strategies for containing and/or eradicating emerging plant pests.
