Women's Business Centers

The program is designed to provide training and counseling to women that own or plan to start a small business.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • In 2005, the Small Business Administration developed new baselines for its annual goals and updated its definition of clients. This will eliminate duplication in counting the number of clients assisted.
  • An independent study has shown that the Women's Business Center (WBC) program is effective in reaching its target audience. As compared to similar technical assistance programs, WBC serves a higher percentage of minority and economically disadvantaged clients.
  • Frequent statutory changes impact the Agency's ability to effectively manage the program. For example, the percentage of funding allocated annually for sustainability of existing centers fluctuates widely in appropriations language, making it difficult to plan and open new centers in underserved areas.
