Junior Reserve Officer Training Corps

The program's purpose is to serve as a comprehensive academic and citizenship program for students in United States secondary educational institutions. It instills the value of citizenship, service to the United States, personal responsibility, and a sense of accomplishment.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program provides continued assistance to at-risk youth. Since FY 2005, the Department has placed at least one out of every five Junior Reserve Officer Training Corps units in educationally and economically deprived schools.
  • Educators and local communities are very satisfied with the program's performance. The 2006 school year survey showed a 98 percent satisfaction rate, which is higher than the program's goal of 95 percent satisfaction.
  • Recent changes in law limit the program's effectiveness. Approximately 3,000 Non-Commissioned Officer Instructors do not meet the "fully qualified" requirement under existing No Child Left Behind standards.

We are taking the following actions to improve the performance of the program:

  • Focusing efforts on at-risk youth by maintaining at least 20 percent of units in educationally and economically deprived areas.
  • Seeking clarifying legislation and requesting States' Departments of Education cooperation in accepting DOD Instructor Certification to meet the state-specific criteria to certify instructors.
  • Continuing steady program expansion to meet the FY 2011 goal of 3,500 units.
