Federal Support for Howard University

Howard University is a federally chartered, private, non-profit university. The Department of Education's (ED) support for this predominantly African American-serving institution helps to fund Howard University's construction, development, improvement, endowment, and maintenance needs.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • According to performance data published by the National Center for Education Statistics, Howard University compares favorably to other universities with similar purposes and goals. Howard University tends to attract more qualified incoming students, and graduates them at higher rates than those comparable institutions.
  • ED's oversight of this program has been limited. While ED supervision of Howard University activities is limited by the institution's authorizing law, ED has not conducted annual site visits. This activity is specifically required by law. In addition, there is no system to document Howard University's expenditure of ED funds.
  • While no evaluations of Howard University have been conducted, ED is currently implementing an independent study of the financial health of minority-serving institutions of higher education that will include Howard University.

We are taking the following actions to improve the performance of the program:

  • Conducting annual site visits as required by the authorizing law.
  • Working with Howard University to develop a system to document its expenditure of Federal funds.
  • Completing the study on the financial health of minority serving institutions of higher education and utilizing the results to validate program performance measures and improve program performance.
