Strengthening Historically Black Colleges and Universities

This program provides financial assistance to establish or strengthen the physical plants, financial management, academic resources, and endowments of historically black colleges and universities (HBCUs). Grants are made to eligible HBCUs to support projects that address these needs.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program lacks evaluation data for assessing program effectiveness. In response, the Department of Education (ED) is implementing a study on the financial health of institutions of higher education eligible to participate in the institutional aid programs.
  • ED has replaced this program's performance measures with new measures that are better focused on program performance. The new measures are focused on enrollment, persistence, and graduation rates at HBCU grantees.
  • While ED collects annual performance data for this program and has completed the first draft of the Strengthening HBCUs profile report, these data are not readily available to the public and do not reflect program impacts.

We are taking the following actions to improve the performance of the program:

  • Completing the study on the financial health of minority serving institutions of higher education and utilizing the results to validate program performance measures and improve program performance.
  • Ensuring the reliability and comparability of program performance data, and assessing program effectiveness against the new annual and long-term performance measures.
  • Making grantee performance data available to the public in a transparent and meaningful manner.
