Strengthening Institutions

This Department of Education (ED) program helps eligible institutions of higher education to become self-sufficient and expand their capacity to serve low-income students by providing funds for these institutions to improve and strengthen their academic quality, institutional management, and fiscal stability.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program lacks evaluation data for assessing program effectiveness. To address this deficiency, ED is implementing a study on the financial health of institutions of higher education eligible to participate in this and other institutional aid programs.
  • ED has replaced this program's antecedent performance measures with new measures that are better focused on program performance instead of program inputs. The new outcome measures are focused on enrollment, persistence, and graduation rates at Strengthening Institutions program grantees.
  • While ED has collected annual performance data for this program and is developing the first draft of its Strengthening Institutions program profile report, these data have not been readily available to the public and have not reflected program impacts.

We are taking the following actions to improve the performance of the program:

  • Completing the study on the financial health of minority-serving institutions of higher education and utilizing the results to validate program performance measures and improve program performance.
  • Ensuring the reliability and comparability of program performance data, and assessing program effectiveness against the program's new annual and long-term performance measures.
  • Making grantee performance data available to the public in a transparent and meaningful manner.
