Social Services Block Grant

The Social Services Block Grant provides flexible grants to States to provide social services in the following broad areas: achieving economic self-sufficiency; preventing or remedying neglect or abuse; reuniting families; and securing referral for institutional care, when appropriate.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • This program provides maximum flexibility to States to direct their Federal grant to purposes and activities most tailored to States' needs and imposes minimal reporting burdens. Some States use these funds to fill gaps in services beyond what is supported by other Federal and state funds, or to pay for activities that are not allowable under other programs.
  • The Social Services Block Grant lacks a national system of performance measures against which program performance can be measured and improvements sought.
  • Evaluations of Social Services Block Grant-funded activities and programs are not of sufficient scope to provide a comprehensive view of the effectiveness of all or most of the activities funded by the program. Evaluations only occur incidentally in some States or for some programs as part of studies conducted for other Federal or state programs.
