Shelter and Care for Unaccompanied Alien Children

This program aims to provide safe and appropriate environments for unaccompanied alien children during the time between the minor's transfer into a shelter program and the minor's release from custody by the Office of Refugee Resettlement, or removal from the United States by the Department of Homeland Security.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has a clear purpose, addressing the specific and existing needs of the growing number of children who are apprehended and put into immigration proceedings. The number of children referred for initial placement increased by 26% in FY 2005; remained relatively stable in FY 2006; and is expected to experience annual increases of approximately 20% in future years.
  • Performance data collected to date is limited. While the program has four newly-established output performance measures, there is limited data with which to set baselines and ambitious goals for annual, long-term, and efficiency measurements.
  • Independent evaluations have not been conducted and the program does not demonstrate improved efficiencies or cost effectiveness in achieving program goals. The program is currently undergoing independent evaluations that are not yet complete.

We are taking the following actions to improve the performance of the program:

  • Communicating clearly the newly-established measures to all partners to ensure that they are committed to achieving the explicit goals of the program.
  • Collecting performance data to set baselines and goals for all measurements; and developing training curricula to improve the data collection process and data reliability and validity.
  • Procuring contractor services to independently evaluate the program and support improvements.
