Federal Emergency Management Agency: Grants and Training Office National Exercise Program

Prepare Federal, state, and local responders to prevent, respond to, and recover from acts of terrorism by providing the tools to plan, conduct, and evaluate exercises.

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The National Exercise Program supports a robust, well-coordinated series of exercises at the national, state, and regional levels. The program is a key component of evaluating the peformance of homeland security grant recipients. However, the exercise schedule and reporting requirements have not been fully aligned to allow for a robust assesment of many state and local capabilities.
  • Implementation of standarized exercise procedures and reporting requirements have improved exercise quality. However, compliance with reporting requirements was less than 50% by exercise organizers in FY04 and FY05.
  • The National Exercise Program has improved coordination with other Federal agencies participating in homeland security execises. However, more progress can be made to improve coordination with other Federal agency exercises. As of August 2005, the Progam had not submitted the National Exercise Plan that would address such coordination issues.

We are taking the following actions to improve the performance of the program:

  • Defining scope of National Exercise Program needed to support other Grants and Training performance measures.
  • Increasing state and local compliance with exercise and evaluation doctrine and reporting requirements.
  • Submitting the National Exercise Plan for interagency review and approval by the Homeland Security Council.
