Bureau of Reclamation - Site Security

The program protects the dams and related facilities owned by the Bureau of Reclamation from terrorist attack and other plausible threats. The key objective for accomplishing this purpose is a reduction in security-related risks achieved through a combination of Preparedness, Prevention, Protection, and Response.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has been re-invented since September 11, 2001, and after several rounds of internal and external reviews has made notable progress in improving the safety and security of key Reclamation facilities. To date it has made the most progress on upgrading the security of National Critical Infrastructure facilities, and is next moving to upgrade lower-risk facilities.
  • The program has recently developed several creative and useful performance measures that will help track program accomplishments and efficiency, but because they are new have not yet been used to guide program development or funding.
  • Program oversight within the Department of the Interior falls outside normal program and budget pathways, possibly impairing internal program oversight. Also, certain oversight officials do not have the necessary security clearances, which limits their effectiveness and may cause internal information flow problems.

We are taking the following actions to improve the performance of the program:

  • Improving the linkage between program performance and program budget requests.
  • Re-examining the internal management of the program to improve internal Bureau and Departmental oversight and communication.
  • Collecting performance information and refining timelines and cost estimates for reducing risk at critical and project essential facilities
