Bureau of Indian Affairs - Housing Improvement

The program provides funding to eligible Tribes for housing repairs and renovations of existing homes, or for construction of a house for families who do not own a home but have ownership of sufficient land suitable for housing. Funds are provided to the Tribes through grants.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program has had problems with management oversight and lacks performance measures; however, it has begun efforts to improve, such as developing long-term goals and bureau-wide functions and standards to maintain program consistency in all regions.
  • There is eligibility overlap with the Housing and Urban Development (HUD) Native American Housing Assistance and Self-Determination Program. This leads to a duplication of effort and burdensome reporting requirements on the Tribes.
  • It is anticipated that more recipients could be served under a single program if duplicative administrative functions are reduced and cost savings shifted to construction projects.
