National Park Service - Park Police

The U.S. Park Police (USPP) provides law enforcement services on specified National Park Service lands, ensuring visitor safety and protecting park resources. The USPP is responsible for the protection of National icons, such as the Statue of Liberty, Washington Monument and the National Mall.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The USPP has clarified its mission and set new performance measures. These measures, along with recent reviews by DOI's IG and the National Academy of Public Administration, have helped the program to focus on priorities, such as reducing the number of incidents that pose a potential threat to national icons.
  • The program is now using these new measures to implement management changes. Changes include more detailed performance information in budget justifications and specific performance goals in personnel evaluations.
  • The program (and NPS overall) is working to strengthen its human resource management, by controlling overtime costs and using interagency recruit classes. It is also uses measures to track internal affairs cases.

We are taking the following actions to improve the performance of the program:

  • Improving financial accountability by tracking actual expenditures against a spending plan prepared early in the fiscal year, and working to tie budget requests explicitly to performance goals.
  • Preparing an annual report on critical performance data and demonstrating improved efficiencies, such as controlling the cost per person for patrols.
  • Strengthening personnel accountability for performance in NPS overall, including greater use of performance targets in personnel evaluations.
