Essential Air Service

The purpose of the Essential Air Service program is to guarantee that small communities that were served by certificated airlines before deregulation maintain commercial service. The program maintains a safety-net level of air service to those communities and currently subsidizes service at about 150 rural communities.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program purpose is clear and the program design is free of major flaws. Under the current statutory requirements, the program is effectively meeting its objective of ensuring air service to eligible communities.
  • The program does not currently use annual and long term performance measures to manage the program. The program has developed annual and long term measures, but has not begun to use those measures and does not have established goals that partners can commit to work towards.
  • The program design is not effectively targeted. The program's underlying statutes have remained fundamentally unchanged since airline deregulation. The program is not targeted to only the most isolated communities, especially those that do not have highway access to air transportation.
