Veterans Life Insurance

This program provides life insurance to active duty personnel, reservists, veterans, and dependents. It also provides traumatic injury protection insurance for service members. Additional life insurance is offered to veterans with military service-related disabilities due to lost or impaired insurability.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program provides high levels of service to veterans and beneficiaries in an efficient manner. The program processed disbursements to beneficiaries in 1.8 days in 2005, which is well below the industry average of 5.7 days. The program also enjoys higher customer satisfaction rates than the private sector life insurance industry.
  • The program regularly meets many of its long-term and annual performance goals. Recently, the program developed two measures to assess whether the level of coverage is sufficient to meet each individual's life insurance needs. For example, levels of enlisted servicemembers' and officers' life insurance coverage can now be evaluated.
  • The relationships among the program's budget requests, program performance, and targeted goals are not clear.

We are taking the following actions to improve the performance of the program:

  • Taking initial steps in linking performance to budget by providing leadership with data on the marginal costs of increasing performance. VA has future plans to implement this approach incrementally.
  • Conducting an independent program evaluation of the conversion privilege of SGLI to VGLI.
  • Validating the results from our customer satisfaction survey using the American Customer Satisfaction Index (ACSI)
