National Ambient Air Quality Standards and Regional Haze Programs

The National Ambient Air Quality Standards federal program sets standards to protect human health and the environment from the effects of air pollution. The Regional Haze program, which addresses some of the same pollutants, improves visibility in areas of special natural, recreational, scenic, or historic value.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • External reviewers have identified limitations in program design and implementation, such as the need for a broader, more integrated multiple-pollutant approach in standard-setting. EPA has already undertaken efforts to address certain issues that are implementable within current statutory limitations.
  • The relationship between funding for program activities and the results of program efforts is unclear. Several different systems are used to track budget and performance information but the level of detail in these systems varies.
  • No efficiency measures are being used. While some changes have been made to improve efficiency, such as the implementation of new information systems, the overall efficiency of the program should be measured.
