What This Rating Means

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • This program has developed long-term outcome goals and efficiency measures with ambitious targets that support the purpose of the program. Specific quantified targets have been established for the long-term goals. The measures have clear baselines with ambitious annual targets that ensure incremental progress toward the long-term goals.
  • As part of the program's standard operational procedures, its monthly financial reports are meticulously scrutinized. Consistent monitoring of reports, statements, and studies ensures that expenses are at or below the fiscal plan and provides opportunities to strengthen internal procedures.
  • The program strives to increase its visibility in an expanding and competitive marketplace. Federal agencies have a variety of competitive alternatives including the use of in-house procurement offices. The National Furniture Center must remain aware of the challenges these competitors present in terms of price, performance, delivery and quality.
