Merit System Compliance

This oversight program reviews agency employment practices to ensure they comply with Federal personnel laws and rules. These laws and rules require, among other things, that employment be based on merit, and that employees and applicants for employment receive fair and equitable treatment.

Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program met half of its annual performance goals which included reducing violations of the rules that give veterans preference in hiring, reducing violations of other personnel laws and rules, and establishing agency self assessment systems. Only 18% of 2005 agency reviews identified violations of veterans' preference compared to 40% in 2004.
  • The compliance program has committed to developing the additional tools needed to demonstrate improved efficiency or cost effectiveness with regard to its reviews of agency employment practices. The program has only one efficiency measure??how quickly final appeal decisions are made after an employee appeals a job classification decision made by their agency.

We are taking the following actions to improve the performance of the program:

  • Developing and refining standardized data collection systems and methodologies that will be used by OPM for improved government wide analysis.
  • Evaluating whether an agency's compliance with veterans' preference laws can be used as a leading indicator to measure an agency's overall compliance with all other personnel laws and rules.
  • Identifying efficiency measures for the review activities so that program resources are used effectively.
