Migration and Refugee Assistance -- Other Population, Refugee and Migration Programs

This program addresses refugee and migration needs by providing funding to non-governmental organizations and the International Organization for Migration. Protection from gender-based violence and trafficking in persons are high priorities in this program area.

Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • This program is designed to complement assistance efforts by the United Nations High Commissioner for Refugees and the International Committee of the Red Cross. The program protects and assists refugees, victims of conflict, internally displaced persons, and vulnerable migrants, including victims of human trafficking.
  • The non-governmental organization portion of the program is well managed through formal reviews that include financial and performance assessments and annual independent financial audits. The program publishes performance data through the Bureau website and through public statements at international organization meetings.
  • The program is on track to achieve priority goals and objectives. Since beginning to formally track programs, the number of projects that include gender-based violence prevention activities has increased from 9 percent (2003) to 24 percent (2004). Similarly, the proportion of host governments increasing anti-trafficking activities has improved from 60 to 65 percent.

We are taking the following actions to improve the performance of the program:

  • Expanding formal monitoring and evaluation of programs for priority activities.
  • Improving presentation of budget information to include stronger links between NGO funding levels and anticipated program performance in protection, assistance, and durable solutions.
